SOCIO-ECONOMIC IMPACT ASSESSMENT OF THE BUYANT IRRIGATION SYSTEM (2010)


The "Coping with Desertification Project" (CODEP) was implemented in Khovd aimag by the Swiss Agency for Development and Cooperation (SDC) with the objective of supporting Mongolia's capacity to improve the effectiveness of efforts in coping with desertification.
It is also designed to promote sustainable livelihoods in arid and semi arid areas by supporting the building of an irrigation system in Buyant River Delta (BRD) in Khovd aimag - the largest vegetable production area in the Western Mongolia.
Apart from the technical aspects there are some major social, economic and environmental challenges linked to this project. Therefore, before starting with the construction work, SDC/CODEP suggested to carry out a socio-economic and environmental assessment.
The objective of this assessment is to review the construction project with regard to the expected social, economic and environmental impacts in order to minimize the negative impacts of the construction project.
The RISC was implemented this assessment and studied following socio-economic positive and negative effects of the Buyant River Irrigation Scheme (BRIS), in terms of:
1. Economic impact assessment,
2. Social impact assessment,
3. Environmental impact assessment,
4. Risk assessment.
